SIBL FALL BALL RULES

• Divisions are based upon player's ages as of year 2010 league age (As of April 30, 2010. Players may play up in age but may not play down. Players may be on two rosters as long as there are not on the same division.

• Player Eligibility: All managers must complete and submit a tournament roster form with their entry. Birth Certification should be on hand with each respective manager. Verification will not be required by the Tournament Director; however, if player’s age is in question, that player’s manager must show proof of birthdates. Failure to produce birth certificate by Sunday morning 7 am will result in a loss of game or games.


• Replacement of Tournament Players: Once the team roster has been submitted to the Tournament Coordinator, no changes can be made for any reason.

• Play is governed by the Official Baseball Rules, “The Sporting News” edition, unless superseded by the “Rules and Regulations for Tournament Play” as listed in the 2008 PONY Baseball Rule Book, or specifically addressed in the following information.


• Pitching restrictions for the 2009 Fall Ball are as follows: 8U-2 innings a game, 10U-4 innings a game. 11U, 12U 13U and 14U- 7 innings a game. No more than five (5) warm up pitches between innings. Relief Pitcher will not be allowed more than 8 pitches for warm up. Once a pitcher is removed from the mound, he may not pitch again in that game. In 8 U no lead offs in and no stealing home. Once the ball is thrown back to the pitcher by the catcher or any fielder at the conclusion of the play, in the umpire's judgment, all base runners must return to their base. 8U will pitch from 38 feet. 10U from 44 feet, 12U from 48 feet, 13U from 54 feet & 14U from 60 feet.

• Teams may elect to bat 9 players, may use a DH for one of the 9 players, AND OR bat 10 players with the 10th player being an EH. The EH is considered a defensive player and may switch in and out defensively. Teams may also bat their entire roster. If a team bats the entire roster, it will have free defensive substitutions. Starters may re-enter one time only in their original spot.

• Length of game: 7u-8U division will play 6 innings with drop dead at 1:30. The 10U, 11U & 12U will play 6 innings with drop dead at 2:00,No new inning after 1:45 13U & 14U will play 7 innings with drop dead at 2:15. NO new inning after 2:00 once an inning begins if not completed due to drop dead rule we will revert to the last completed inning unless the home team goes ahead.. Ties count in pool play. No time limit in championship game.

• Mercy rules will be for a 7 inning game will be 15 runs after 3 innings, 12 after 4 innings, and 8 after 5 innings
For a 6 inning game 15 after 3 innings and 10 after 4 innings
For 5 inning game 12 after 3 innings and 8 after 4 innings In 8 U there will be a 6 run max in each inning until the 5th .No run max in the 5th inning .

• In 7U-8 U no lead offs, no stealing home. Home plate is dead. Runners from 3rd base may only advance on a hit ball or when forced in by walk Bunting is not allowed. Ball is dead when pitcher has ball in area of mound Coach will pitch 3 pitches after 2 consecutive walks

• Home team will be determined by schedule. Home team will be responsible for the OFFICIAL SCOREBOOK.

• Metal cleats will not be allowed in divisions 10 and below.

• All protests will be ruled on immediately and all decisions are final. Absolutely, No pre-game infield on any of the fields. Warm up in foul territory only!

• Courtesy runners will be allowed for the pitcher or catcher at any time. The courtesy runner will be someone not currently in the game or if the team has no substitution, the last out. It is the base runner's responsibility to avoid contact with the fielder when he has the ball. Slide or avoid is in effect at all times. Intentionally running into a fielder who is in possession of the ball is grounds for ejection.

• One offensive time-out per inning.

• All conversations with an umpire should be conducted after a time out has been called and be held in a calm and professional manner. Verbal abuse of the umpire will not be tolerated and may result in ejection from the game.

• Any player, manager or coach ejected from the game will sit out the next game also. Managers are responsible for the conduct of his players and fans.

• If the Manager cannot control the behavior of the Players, Managers, Coaches, or Spectators, then at the discretion of the Head Umpire, and the Tournament Director, the game could be forfeited, and the team will NO longer participate in the Tournament forfeiting all its remaining games.

• Tie Breakers will be 1) Head to Head if every team plays each other 2) Runs Allowed, 3) Highest run differential, 4) Coin toss.

• Games in progress that cannot be completed due to rain or darkness will be determined by the score of the last full inning completed. If the home team is tied or ahead when the game is stopped, the game will be considered completed.

• Rain is an “Act of God”, and as such, we have no control over it. There will be no refunds.

• No ice chest allowed in the park except for one ice chest in dugout for team use.

• SIBL operates under a Conditional Use Permit, please no horns, whistles, bells, or loud noises of any kind.
